Local PennDOT employees today took part in "Winter Readiness Day" at the Erie County garage on Route 19. Plows and other equipment was checked during October, but managers say today was a chance to double check the 43 plows and other vehicles including graders and snowblowers. Managers say want the snow removal operation to be as cost-efficient as possible, because money saved in the winter can be used to fix roads and bridges next summer.

Volunteers at the Erie City Mission spent today preparing more than 1,000 Thanksgiving food baskets. They will be given away on a first come-first serve basis starting at 9 am Monday at the City Mission on French Street. School and church groups donated food and money for the giveaway. Last year, 800 baskets were given away, but employees say the need has grown. City Mission Operations Director Dan Quigley said, "We are seeing more of the working poor. They have a job but after they pay their bills they just do not have enough for food."

Hamot Awaits Patients from Shriners

Hamot and Shriners share a long history and Hamot is excited and ready to become the new home for the Shriner's In-Patient Care Unit this May. Shriners patients who require an overnight stay, will now also become registered Hamot patients. Shriner's doctors will still be performing the surgeries, but Hamot will be providing the nurses.

Jim Fiorenzo, Chief Operating Officer at Hamot, says the hospital will designate a few rooms in the hospital for the kids, and will inter-late care between Hamot and Shriners. Surgeries will also most likely be coordinated on one singular day.

Fiorenzo says this partnership benefits not only Erie, but our entire region, "this is going to be a community and Northwest Pennsylvania benefit, that kids wont have to travel longer distances. The next closest Shriners to the east is in Philadelphia and to the west in Chicago. So this will keep everything here local as much as we can and we're looking for a broader pediatric vision that will add other sub-specialties and not just orthopedics. And hopefully that will keep jobs here local, care here local but also enhance overall services they haven't had in the past."

Fiorenzo also says Hamot will provide the same level of care to their new patients, "Shriners touches their patients in a different way and we hope through patient liaisons and through case management, we'll be able to more with a clinical staff and that same approach with their kids over there so there won't be much of a difference of how the kids are managed through the system."

Presque Isle Cuts Total 12% of Budget

A top official from Harrisburg today told the Presque Isle Advisory Committee that the park budget will be cut 12%. Overall, the budget for the DCNR, the agency that oversees parks, was cut 19%. The key concern at today's committee meeting focused on public safety especially during the busy swimming season next year. Budget cuts will mean the loss of 3 seasonal park rangers who patrol the park. And managers say between 15-20 lifeguard jobs will also be cut. That will probably mean some lesser used beaches will be closed, although plans won't be finalized for some time.

Where Is Local Stimulus Funding?

Erie County has received over $44 million in federal stimulus dollars so far. But local municipalities say they are not getting much of it.

At a hearing held Thursday on the subject, municipal leaders said most of the stimulus money must have gone to PennDot for road repairs.

Millcreek, for example, applied for $3.5 million in funding, but, so far, has received only $24,000.
Regulations require that a project must be "shovel ready" to receive stimulus funding. Local leaders say that's a rule that should be changed.

"There needs to be a longer time period that allows municipalities to get these projects ready to go, to make the grant application, and then still hopefully get the grants," said Millcreek Supervisor Brian McGrath.

Erie Economic Development Director Kim Green agrees. "I would have liked to have these funds give us a little bit more flexibility so that we could have designed some programs that really addresses the problems and issues that are important to the city of Erie," she said.

The City of Erie was not shut out from the funding. The police department will receive $1.5 million to hire six additional officers. The city received another $6 million to be used for several projects, including renovations to State Street and Parade Street.

A Step Toward Cell Phone Restrictions

Erie City Council today moved toward banning drivers from using hand-held cell phones, although statewide restrictions now being debated would supersede the local law. Council today voted unanimously to ask city lawyers to write an ordinance making it illegal for drivers to talk or text on hand-held cells phones. A public hearing on the proposal will be held on December 2. The state law restricting cell phone use by drivers was recently approved by a house committee. It is now awaiting action in the full house. Council member Rubye Jenkins-Husband said, "I think this shows good leadership on our part. We are moving forward with this ordinance, hopefully give the state the same information to move forward with the statewide ban but we'll have to move with some speed because it is a public safety issue."
